Description

FIG. 1 is a front view of a display screen or portion thereof with graphical user interface showing a first image of a first embodiment of our new design;

FIG. 2 is a second image thereof;

FIG. 3 is a third image thereof;

FIG. 4 is a front view of a display screen or portion thereof with graphical user interface showing a first image of a second embodiment of our new design;

FIG. 5 is a second image thereof;

FIG. 6 is a third image thereof; and,

FIG. 7 is a fourth image thereof.

The dot-dash broken lines illustrate a display screen or portion thereof and form no part of the claimed design. The areas shown in sloping dashed lines and the dashed character “A” form no part of the claimed design. The black background within the dot-dash broken line is included to accurately depict the ornamental features of the claimed design and forms no part thereof. The wide element of the halo flows along the halo while the halo moves. The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1-3 and 4-7. The process or period in which one image transitions to another image forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with graphical user interface as shown and described.
