The peripheral broken line depicts a display screen or portion thereof and forms no part of the claimed design. All other broken lines show portions of the graphical user interface and form no part of the claimed design. Diagonal hatched shading indicates a contrast in appearance.

The appearance of the transitional image sequentially transitions between the images shown in FIG. 1 to FIG. 6 in the first embodiment and from FIG. 7 to FIG. 12 in the second embodiment. The process or period in which an image transitions to another image forms no part of the claimed design.

Claims

The ornamental design for a display screen or portion thereof with transitional graphical user interface as shown and described.
