FIG. 5 shows a fifth image thereof;

FIG. 6 shows a sixth image thereof;

FIG. 7 shows a seventh image thereof;

FIG. 8 shows an eighth image thereof;

FIG. 9 shows a nineth image thereof;

FIG. 10 shows a tenth image thereof;

FIG. 11 shows an eleventh image thereof; and,

FIG. 12 shows a twelfth image thereof.

The double peripheral dashed broken lines illustrate a display screen or portion thereof, and form no part of the claimed design. The interior text, icons, and symbols illustrated in broken lines form no part of the claimed design.

The appearance of the animated graphical user interface sequentially transitions between the images shown in FIGS. 1-12. The process and period in which one image transitions to another forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with animated graphical user interface, as shown and described.
