In the first embodiment, the appearance of the transitional image sequentially transitions between the images shown in FIGS. 1 through 2. In the second embodiment, the appearance of the transitional image sequentially transitions between the images shown in FIGS. 3 through 4. In the third embodiment, the appearance of the transitional image sequentially transitions between the images shown in FIGS. 5 through 6. The process or period in which one image transitions to another image forms no part of the claimed design.

The broken line showing a portion of a display screen and a mobile device in FIGS. 1 through 6 forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with animated graphical user interface, as shown and described.
