FIG. 1 is a front view of a display screen with an animated graphical user interface showing a first illustration of our new design.

FIG. 2 is a second image thereof.

FIG. 3 is a third image thereof.

FIG. 4 is a fourth image thereof.

FIG. 5 is a front view of a display screen with an animated graphical user interface showing a first image of a second illustration of our new design.

The outermost broken lines in the figures show a display screen, or a portion thereof. The remaining broken lines, including the illustration of the hand and all of the text shown, show portions of the display screen and portions of the graphical user interface. None of the broken lines form part of the claimed design.

The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1-4 and in FIGS. 5-8. The process or period in which one image transitions to another image forms no part of the claimed design.

The ornamental design for a display screen, or a portion thereof, with an animated graphical user interface, as shown and described.
