An atomic ratio of O to Mg in the MgO protective layer ranges from 1.0 to 0.98. The plasma display device shows improved discharge stability and display quality due to reduced statistical delay time by controlling the atomic ratio of O to Mg in the MgO protective layer to a range of 1.0 to 0.98.
