Water is pumped from the lower to the upper chamber, the amount being substantially equal to the water passing through the porous member and sufficient to maintain the presence of a thin, constant layer of water over the porous member. The device is securely mounted in the vehicle. When the watering device is jostled by the moving vehicle water does not pass from the lower to the upper chamber through the porous member and only a small amount, if any, of water slops out over the upper rim of the basin.
