After the strap has been drawn out to an arbitrary length, the tag is released from the fingers of a user, a pair of ratchets provided in the strap storage box are engaged to prevent a strap feed and take-up drum provided in the same box from being turned. Accordingly, the strap drawn out to a desired length is maintained as it is, the strap being then inserted between pages of an object book.
