A water pressure testing meter is fluidly coupled to the normally closed outlet of a pressure reducing valve coupled to a water reservoir. A water flow meter is fluidly coupled to the testing meter and the flow meter is fluidly coupled to a shut-off valve coupled to a water reservoir. The static pressure of the first mentioned reservoir is determined and the reducing valve and flow is fully opened to determine the water pressure at the testing meter. The water flow through the shut-out valve is adjusted so that the pressure on the testing meter reads between a predetermined desired range.
