The staff has an actuating means which opens and closes the hanger clip jaws. In use, the actuating means is used to open the hanger clip jaws, the clip is then positioned on top of the gutter lip or other surface, and then the actuating means is used again to close the hanger clip jaws, allowing the clip to be firmly attached to the gutter lip or other surface.
