A pair of support rods is each insertable through a respective one of the tubes such that each of the support rods is oriented to extend diagonally between the posts. A connection point on each of the support rods is attachable to a mounting tab on a respective one of the upper sleeves thereby inhibiting the pair of posts from tipping toward or away from each other. The fence clips used are generally circular in shape having an open end from which extend outward a pair of clip legs. The opening in the fence clip allows it to be slipped over the outer surface of a fence post resulting in the fence clip encircling the fence post and leaving the clip legs extending perpendicularly therefrom which are then engaged by the fence clip nut which is employed to twist the clip legs together and synch down the clip over the fence post and contained fabric strand. The barbs of the opposed flanges are staggered longitudinally, and the edges of the barbs are sufficiently sharp to discourage manual grasping of the strip. One or more strips may be secured atop a fence or similar barrier to discourage climbing thereon.
