The subject vehicle accepts a message from the suspect vehicle if the number of tokens in the bucket for the suspect vehicle is greater than a predetermined upper threshold, and discards the message from the suspect vehicle if the number of tokens in the bucket for the suspect vehicle is less than a predetermined lower threshold.
