    Abstract: An emergency telephone communications system allows communications during congestion in the event of disaster. The system includes an exchange and telephones connected to the line circuits thereof. The exchange sends a congestion generation signal to a control section to initiate emergency processing when a congestion detecting circuit detects more than a predetermined number of the line circuits in the off-hook state. The control section has a congestion management table listing subscribers and stores not-yet-serviced subscribers when congestion has occurred. The not-yet-serviced subscribers are successively selected from the congestion management table, and calling signals are sent to their telephones. When the subscribers go off-hook within a predetermined time, the control section controls the emergency dial pulse receiver circuit to be ready for reception, and then controls the switch to connect an emergency service trunk to the line circuits to send a tone signal or a voice message.

The pointers point to a table which describes the link interconnecting the nodes. A call circuit table identifies each of the calls over the network. The call is placed on the model by debiting the in use bandwidth field of the table describing each link used in the call. Once calls are placed, an analysis of network performance is possible. Calls may be rerouted over the simulated model to evaluate different network configurations.

Different weightings are stored in memory elements to indicate different types of seizures for a subscriber call such as, for example, a call set up over an incoming trunk line, a call completion from a pulse code modulation switching matrix network over a line trunk group to the selected subscriber and the like which produce different degrees of traffic load for a central control unit or a group control unit. The overall traffic load measurement takes the traffic load to be anticipated with each individual seizure into consideration. Particular application as the group control unit is provided because the balancing effect of statistical averaging is substantially eliminated.
