The chamber is sized and filled such that the buoyancy force offsets at least eighty or ninety percent of the weight of the bridge that is supported by the pier. The pier structure includes a footing portion that is embedded into the bed of the waterway, and an optional piling extends downwardly from the footing to engage more stable strata. In an embodiment of the invention, the pier includes a relatively large upper portion that defines the buoyant chambers, and a relatively narrow portion that extends down to the footing portion of the pier.
