An alternative embodiment of the invention further includes a control circuit, which has a processor, a timer, and a processor-readable medium, is electrically connected to the blower. Thus, each vane in the flow-accelerating end is encircled by the covering member, and each vane in the flow-intake end is exposed to outside and not covered by the covering member.
