    Abstract: A conventional wireless device constantly measures the signal strength of its server base station and the strength of signals from surrounding base stations for handoff purposes. The wireless device transmits this information to its serving base station, which discards the information a short time afterward, following handoff. The present system and method store the formerly discarded information in one of several existing network elements or in a separate computer system. This information is used to generate a carrier to interference ratio, which indicates the level of interference between station pairs, and to also generate a carrier to interference matrix, including identifying potential interference for each station pair. The frequency of occurrences during predetermined desired periods of time and the volume of traffic affected by each level of interference may also be calculated. This provides comprehensive, continuous, real-time information for wireless frequency planning.

In this way, the present invention improves the playing quality of the programs of the mobile TV, and enables the user to enjoy programs of the mobile TV satisfactorily in different mobile TV network environments.

    Abstract: Downlink (DL) subframes and DL hybrid automatic repeat request (HARQ) messages may be protected by time division multiplexing (TDM) partitioning. However, TDM partitioning may not be required for uplink (UL) subframes in general. For example, information carried over a physical uplink control channel (PUCCH), may be protected by frequency division multiplexing (FDM) partitioning. In fact, one UL subframe may correspond to eNBs of multiple power classes. Since TDM partitioning may be required for DL transmissions, one DL sub frame may not correspond to the eNBs of multiple power classes. For some embodiments, groups of subframes may be allocated to the different power classes. Therefore, subframes allocated to an eNB of a power class may observe reduced or no interference from eNBs of other power classes.

If a response is not received from the selected base station within a preselected time period and not all the base stations have been sent a probe signal at substantially the selected reverse link cost, then steps (c) through (d) are repeated with a different one of the base stations at substantially the selected reverse link cost. If a response is received from the selected base station within the timeout period, then the responding base station is selected to provide access to the wireless network.

    Abstract: A single-input single-output (SISO) downlink channel with K users is analyzed in the presence of Rayleigh flat fading. A limited channel state information (CSI) feedback scheme is included, where only an outdated 1-bit feedback per user is available at the base station for each fading block. A closed-form expression for the achievable ergodic sum-rate of the 1-bit feedback scheme is presented for any number of users, as a function of the fading temporal correlation coefficient, the threshold of the 1-bit CSI quantizer and the SNR. The sum-rate scales with increasing number of users as log log K, which is the same scaling law achieved by the optimal non-delayed full CSI feedback scheme.

    Abstract: A method and apparatus for providing downlink transmit delay diversity (TDD). In accordance with the invention, a BTS includes at least one simplex transceiver (S-TRX) that does not implement downlink TDD and at least one duplex transceiver (D-TRX) that does implement TDD. In accordance with the preferred embodiment, the BTS has ā€œNā€ S-TRXs and ā€œAā€ D-TRXs, where N and A are positive integers and A is less than N. When downlink TDD is implemented, a total of N+A transceivers may be used (i.e., N S-TRXs and A D-TRXs). When downlink TDD is not needed, as many as N S-TRXs may be used. When downlink TDD is not needed, typically no D-TRXs are used. Therefore, the present invention reduces the amount of resources that is required to implement downlink TDD. In addition, the present invention efficiently utilizes resources by preferably implementing downlink TDD only when it is needed.
