A current node associated with a sub-volume is split into further sub-volumes, each further sub-volume corresponding to a child node of the current node, and, at the encoder, an occupancy pattern is determined for the current node based on occupancy status of the child nodes. A probability distribution is selected from among a plurality of probability distributions based on occupancy data for a plurality of nodes neighbouring the current node. The encoder entropy encodes the occupancy pattern based on the selected probability distribution to produce encoded data for the bitstream and updates the selected probability distribution. • Patent number: 11889398
Abstract: A method and apparatus for providing emergency assistance includes receiving audio, visual, or text data about an ongoing emergency at a public safety answering point, comparing that data to a database of other emergencies with an artificial intelligence engine, recognizing patterns in aggregated and correlated data by the artificial intelligence engine, and generating appropriate audio, visual, and text output for a human operator to respond to the emergency. An AI engine receives audio data, visual data, and text data related to ongoing emergencies being received at public safety answering points and compares it with data from other emergencies. The AI engine identifies key words and patterns and generates appropriate messages for operators. The system continuously generates feedback to the AI engine to aid in machine learning. The feedback includes: “the message was correct; continue drawing this conclusion”; and “the message was wrong; do not continue drawing this conclusion.

Abstract: Systems and methods of enabling access for non-emergency voice calls are described. A UE operates in a network supporting voice services via a multitude of RATs. The UE attempts to access the network via a first RAT offering voice services and data services. If the UE does not receive a response from the network within a first time period, the UE re-attempts the access to the network via the first RAT. If the number of access attempts for which the UE does not receive a response is at least a threshold value, the UE refrains during a second time period from further access attempts via the first RAT for the purpose of receiving data services, and continues to attempt access via the first or second RAT for the purpose of receiving voice services.

In one embodiment, a router computing device receives an EAS notification from a server computing device. The EAS notification received by the router computing device includes an EAS media file manifest Universal Resource Locator (URL) of an EAS media file to be pushed to subscribers. Upon receiving the EAS notification, the router computing device intercepts an Internet Protocol (IP) streaming content request from a client computing device that is communicatively coupled to the router computing device, and transmits a redirection response message that includes the EAS media file manifest URL to the client computing device. Upon receiving the redirection response message from the router computing device, the client computing device is redirected from any currently streaming media to the EAS media file manifest URL.
