An upper knife blade is positioned inside the pipe so that its cutting edge is adjacent to the inner pipe surface. A lower knife blade is positioned outside of the pipe so that its cutting edge is adjacent to the cutting edge of the upper knife blade in the lateral direction, but is clear of the pipe and upper knife blade in the longitudinal direction.
