The recess is dented downwardly relative to other portions of the upper surface. The punch includes a blade substantially matching in shape with the through opening. The blade includes an upstream end portion in the feed direction provided with opposite corners each having an arcuate shape as viewed along the vertical direction. The punch and the die are operable to punch successive holes that at least partially overlap along the feed direction so as to form an elongated hole in a sheet material.

Blade motion seats each newly cut strip on a movable strip carrier which abuts the blade during the cutting operation. The carrier then travels a nondefective strip to a pickup location where it is precisely positioned and picked off of the carrier for emplacement in a housing. A strip with a defective area is carried further to a discharge location where it is released into a waste receptacle. This enables more economical manufacture of diagnostic strips by efficiently making use of nondefective areas of cards that have defective areas.

The movable blade has an edge on a side of a blade end portion extending in a direction making a first angle with the straight edge of the fixed blade. The edge of the movable blade is pressed against the edge of the fixed blade.

By limiting the stroke of the moving blade, the center portion of the web being cut remains uncut. The blades have support frames holding one end of the blades fixed while the opposite ends of the blades are permitted to slide to accommodate movement of one end of the blades which are elongated as they flatten.
