A tube is attached to and extends upwardly from the cylinder and a pole is slidably inserted into the tube thereby facilitating the pole to be adjusted to a desired height. The pole has a mounting element that is spaced from the tube. A panel is attached to the mounting element to facilitate an electronic device to be mounted to the panel thereby facilitating the electronic device to be visible to a driver of the vehicle.
