    Abstract: A technique of generating statistics for a performance metric of a mobile communications network is presented. The performance metric depends on at least a first parameter and a second parameter, wherein the first and second parameters each can be categorized in two or more non-overlapping sets of parameter values. Different combinations of first and second parameter value sets are defined. A method implementation of the technique comprises receiving performance metric values, first parameter values and second parameter values. A particular performance metric value is associated with the first and second parameter values prevailing when the particular performance metric value was acquired. The method further comprises identifying groups of performance metric values for which the associated first and second parameter values match the first and second parameter value sets of an individual combination, and generating the performance metric statistic from the identified groups of performance metric values.

    Abstract: A method and apparatus for managing UE-based network performance measurements utilizing a process of tracing a UE in a radio telecommunication network. An eNB may receive a trace activation message from a Mobility Management Entity, MME, or a Network Management Entity, wherein the trace activation message includes eNB-specific, and optionally MME-specific, selection conditions for selecting a UE for a trace session. The eNB selects a UE for tracing when the eNB-specific selection conditions are satisfied, and may send the MME-specific selection conditions to the MME for evaluation. When all selection conditions are satisfied, the eNB activates the trace session with the selected UE. The Trace Activation IE utilized in the Trace Start message, the UE Context Setup Request message, and the Handover Request message is extended with additional IEs in order to implement the method.

However, the existing tracing methods provide incomplete trace information. To address this and other issues, early tracing recording is enabled in which an involved trace entity starts recording the trace data when any initial activity related to the user equipment is detected. The trace entity can continue the trace if a trace trigger is later confirmed or may discard the trace data if the trigger is not confirmed.

    Abstract: Handling of UE capability information in a mobile telecommunications network wherein an eNodeB receives information regarding the UE capability information from the UE and stores the information. The eNodeB sends the UE capability information to the EPC, i.e., to an MME, which receives and stores the UE capability information. When the UE transits from idle to active state, does an initial attach, or when a part of the UE capabilities have changed, it sends a message to the eNodeB regarding the update. The eNodeB forwards the message to the MME, which sends a response associated with the previously stored UE capability information to the eNodeB. The eNodeB decides whether the UE capabilities stored in the MME is up-to-date based on the message from the UE and the response from the MME. If the UE holds updated UE capabilities the eNodeB can request updated UE capability information from the UE.

    Abstract: According to a method of operating a cellular telecommunications network to implement self-organizing network (SON) functionality, a network manager (NM) SON function is implemented in a NM, and a plurality of network elements (NEs) each implement a NE SON function. Based on the current network condition, the NM SON function determines an allowable set of configuration parameters and conditional actions, which defines combinations of cell configuration parameters that a NE SON function is permitted to use when reconfiguring a cell.
