    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) operating in a narrowband communications system with a base station may identify a radio link failure (RLF) and then initiate a radio resource control (RRC) connection reestablishment procedure to reconnect with the base station. As part of the connection reestablishment procedure, the UE may transmit a reestablishment complete message to the base station to indicate the connection reestablishment procedure is successful and include a measurement report related to downlink signals received from the base station in the reestablishment complete message. In some cases, the measurement report may include an indication of downlink signal strength and downlink signal quality. As such, the UE may transmit the measurement report in a single RRC message after identifying the RLF. Based on the measurement report, the base station may then perform network planning.

    Abstract: Various aspects of the present disclosure enable a plurality of mobile devices (UEs) within a cell to spread out in time their respective transmissions of signaling messages, such as cell update messages, when the network enables or disables enhanced uplink (EUL, sometimes referred to as high-speed uplink packet access or HSUPA) while the UE is in the CELL_FACH state, by changing SIB5 or SIB5bis. In this way, the network load may be reduced, and a network blockage that otherwise might result from large numbers of UEs simultaneously transmitting the cell update message can be avoided. According to one example, a network node may be configured to distribute CELL_UPDATE messages or procedures to UEs when the network node enables or disables EUL in CELL_FACH by changing SIB5 or SIB5bis over time to reduce the network load. According to another example, a UE may be configured for utilizing a random timer or back-off timer to defer cell updates.

A network device may broadcast a message to indicate a plurality of enhanced multimedia broadcast multicast service (eMBMS) services offered by the network. The mobile device may transmit an indication to the network device identifying an eMBMS service of interest. The network device may transmit a configuration message before broadcasting or multicasting data of the eMBMS service of interest. The configuration message may notify the mobile device of a control channel on which to receive the data related to the eMBMS service. The network device may then broadcast or multicast the eMBMS service data on the control channel. The data may be segmented at a particular protocol layer and mapped to several transmission time intervals within each repetition of the control channel.

An access terminal and network entity can conduct a security mode procedure where the access terminal sends a security mode complete message to the network entity. On receipt of the security mode complete message, the network entity may update to new security parameters. The access terminal may initiate a mobility procedure while the security mode procedure is ongoing and may, as a result, abort the security mode procedure and revert back to the old security parameters. The access terminal can send a mobility update message to the network entity including a dedicated status indicator adapted to inform the network entity that the access terminal has reverted back to the old security parameters. In response to the mobility update message, the network entity may revert back to the old security parameters.

The method further includes forwarding the acknowledgement SDU to a higher layer, bypassing the lower layer. The method further includes processing the acknowledgment SDU at the higher layer.
