    Abstract: The present disclosure provides a device and a method for reducing and homogenizing residual stress during machining in which a workpiece is fixed, such as milling, boring, drilling and planning, with which high-energy acoustic waves are emitted to the workpiece via a tight contact between a plurality of high-energy wave exciters on a bench and a workpiece coated with a coupling medium, and residual stress inside the machined workpiece is reduced and homogenized through elastic wave energy generated in the workpiece by the high-energy acoustic waves. In this way, the purpose of reducing and homogenizing the residual stress while machining is achieved, realizing a stress-free machining, and the deformation of the workpiece during and after machining is minimized.

When a BE fails, the one or more other active BEs on the storage system may be notified, and each such active BE may attempt to take ownership of one or more sub-pools of the BE and execute the one or more pending write operations of the failed BE. Upon completing execution of the pending write operations in a failed-over sub-pool, the ownership of the sub-pool may be returned to the failed BE. When the failed BE recovers, the recovered BE may attempt to take back control of one or more of its sub-pools.

    Abstract: A quantization parameter signalling mechanism for both SDR and HDR content in video coding is described using two approaches. The first approach is to send the user-defined Qpc table directly in high level syntax. This leads to more flexible and efficient QP control for future codec development and video content coding. The second approach is to signal luma and chroma QPs independently. This approach eliminates the need for Qpc tables and removes the dependency of chroma quantization parameter on luma QP.
