A network server may receive an indication of an event from an event notification system. Upon receiving the indication of the event, the network server may determine a region of the event and a location of the device within the region. Upon determining the region of the event and the location of the device, the network server may determine an entity associated with the device. Upon determining the entity associated with the device, the network server may determine communication address for the group(s). The network server may provide the location of the device to the members of group(s) via the communication address.

    Abstract: An intelligent machine-to-machine (iM2M) device may collaborate with other reserve devices to perform functions. An iM2M device may determine if it has the necessary resources to respond to a request. Upon determining that the resources needed to provide a response to the request are not available in the iM2M device, the iM2M device may send a help request to other devices, such as a reserve, farm, and/or network (collectively referred to as a farm) of M2M, iM2M devices, and/or other appropriate devices. The iM2M device may negotiate with farm devices so that the farm devices may generate, at least in part, a response to the request, or provide the needed resources, at least in part, to the iM2M device. The farm devices may send respective responses back to the originating iM2M device. The originating iM2M device may, in turn, respond to the original request.

The HSS may also take into account the status of other MMEs in the network in adjusting QoS/APN parameters. Upon detecting heavy signaling traffic from a UE, an HSS may take steps, or instruct a policy manager, to reduce or prevent traffic from the UE.
