Each of the plurality of distance measurement devices changes a measurement range to one dimension to measure a distance data set. The tire candidate extractor extracts data whose frequency is higher than a predetermined threshold as tire candidate data based on the distance data set measured by the distance measurement device. The matching processor matches a temporal correspondence for the tire candidate data which are extracted by the tire candidate extractor based on the respective distance data sets measured by the plurality of distance measurement devices. The axle detector detects one or a plurality of axles based on the matched result by the matching processor.
