The locking element includes a louver flange portion that extends over the louvers when the louvers are in the closed position and the locking element is in the open position. However, the louvers block the louver flange from being positioned over the louvers when the louvers are in the open position, thus preventing the locking element from being placed in the open, and unlocked, position while the louvers are in the open position.
