    Abstract: A radio communication system (100) provides a radio air interface at a master node (102) for subscriber units associated with the master node. Among the subscriber units are several slave nodes (104, 106). The communication system has the ability to operate as a secondary user in unused spectrum portions of a frequency band otherwise reserved for primary operators. The master node accesses an authorization server (108) to obtain a list of unused channels in the region of the master node. Each slave node also contacts the authorization server to obtain a list of unused channels in the region where each respective slave node is located, via another network (118, 121). The unused channels common to the slave nodes and the master node are used to create a backup radio operating parameter list which is used by the master node if a fault occurs between the master node the authorization server.

    Abstract: Radio messages may be transmitted by endpoints delivering utility consumption data. A portable unit may traverse a route among the endpoints and obtain the consumption data. If the endpoints are sufficiently grouped, communication between the portable unit and a plurality of endpoints may be possible in a same power cycle to a radio of the portable unit while the portable unit is at a single location. In a two-way communication environment, the portable unit may send commands to a plurality of endpoints during a single power cycle, which may result in responses from the plurality of endpoints during the same power cycle. Such communications may be performed with endpoints that are ahead of a current endpoint on the route being traversed, and may constitute read-ahead data. Read-ahead data reduces power cycles to the radio, because when the portable unit reaches an endpoint on the route whose data has previously been read, a power cycle is not required.

    Abstract: A location and control system automatically locates, identifies, and corrects faults on a distribution system. The fault location and control system includes a central computer connected at one end of the distribution network and one casing installed at various locations along the distribution network. Each casing encloses a radio transceiver, plus an amplitude modulation detector connected to the radio transceiver. Each casing is installed at a predetermined distance from each other. When a fault is produced in the distribution line, each of the amplitude modulation detectors adjacent to a place where the fault is produced emits a signal that is detected by the central computer. The central computer detects and compares the location of the place where the fault is produced by comparing the time of arrival of the signals. The central computer may then automatically or manually disconnect any part of the distribution network in order to extinguish the fault arc.

A Connection Integrity Preservation (CIP) algorithm, which runs on top of the NLB algorithm in the Radio Network Controller/Base Station Controller (RNC/BSC), minimizes the risk of degrading network performance due to NLB offload decisions. The CIP algorithm may override an NLB offload decision, for example, if there have been too many offload failures, there are no target DL sectors available to acquire an offloaded Access Terminal (AT), or the offloaded AT is not acquired within a threshold time period. The CIP algorithm ensures required metrics are collected, and minimizes the impact on RNC/BSC processing due to Routing Update messages needed to make offload decisions. The invention enables the NLB algorithm to realize its potential without negative side-effects.
