The sleeve can be axially moveable between closed and open positions, with one or more members on an installed filter cartridge designed to release the sleeve to permit the movement from the closed position to the open position to allow fluid flow. A spring acts on the sleeve to bias the sleeve back to the closed position upon removal of the filter cartridge. The sleeve can also be designed without axial movement, but nonetheless is configured to be opened and closed to control fluid flow into the standpipe.
