    Abstract: An encoding apparatus includes a selector for periodically selecting fields of an interlaced video signal to be converted to respective progressive scanning frames, by a scanning converter which doubles the number of scanning lines per field. The apparatus encodes these frames by intra-frame encoding or unidirectional predictive encoding using preceding ones of the frames, and encodes the remaining fields of the video signal by bidirectional prediction using preceding and succeeding ones of the progressive scanning frames for reference. The resultant code can be decoded by an inverse process to recover the interlaced video signal, or each decoded field can be converted to a progressive scanning frame to thereby enable output of a progressive scanning video signal.

The method comprises the steps of recording the coded signal transmitted on the recording medium at a first transmission rate substantially equal to the transmission rate; reproducing the coded signal recorded in the recording medium at the first transmission rate so as to store the coded signal in a buffer memory; and decoding the coded signal from the buffer memory at the coding rate to reproduce in real time by interrupting the reproduction of the coded signal responsive to a coded signal share in the buffer memory.

    Abstract: A method and apparatus for laying a pipeline. Working and receiving pits are dug out. An active working member is dropped into the working pit at a preselected depth. The active working member is fixed to a vertical knife of a power mechanism. Polyethylene pipeline is secured to an end part of the active working member. Then the power mechanism is energized and simultaneously horizontal pulling forces of the power mechanism are applied to the vertical knife. The active working member may be a drill head with different nozzles (bits) connected with a mud supply unit by a hose passing through a hollow portion of the vertical knife. On a non-working end of the active member the pipeline is fixed by an adapter.

    Abstract: The present invention relates to a process for separating technetium from a nitric solution of technetium through cathodic electrodeposition of said technetium by electrolysis. According to the process of the invention, the nitric solution of technetium is denitrified and its pH is adjusted to a value of approximately 5.5 to 7.5 before electrolysis. Electrolysis is conducted at galvanostatic rate, and the cathode potential is approximately −1.36 V/SHE to −1.16/SHE. The ratio of the cathode surface area (S) to the volume of the technetium solution to be electrolyzed may be in the region of 0.25 to 0.50 cm−1.

The watermark is recorded in the optical disc by irradiating the ultraviolet rays on the adhesive through the mask layer provided with light shielding members to cause the adhesive to be cured by controlling a curing speed of the adhesive corresponding to existence or nonexistence of the light shielding members.

    Abstract: The present invention relates to a process for the treatment of arsenic-containing sludge obtained by adjusting arsenic-containing waste water to a PH of 12 or greater by the addition of a calcium compound and subjecting the waste water to solid-liquid separation, the process comprising the steps of adding a calcium compound to the arsenic-containing sludge slurry obtained by the solid-liquid separation, dewatering the resulting sludge, drying the dewatered sludge, and calcining the dried sludge. According to the present invention, arsenic-containing sludge obtained by treating waste water to precipitate arsenic present therein can be calcined to yield a calcined product which involves no risk of arsenic redissolution when it is dumped. Moreover, there is no possibility that arsenic compounds may be volatilized during calcination.
