    Abstract: The present invention is a system and method of providing access to a telematics unit in a mobile vehicle. A telematics unit access request corresponding to the telematics unit is received, and a mobile identification number and a telematics unit identifier associated with the telematics unit are determined. The mobile identification number and the telematics unit identifier are compared with a database of identifier records, after which a calling-state message is sent to the telematics unit based on the telematics unit access request, the mobile identification number, and the telematics unit identifier.

    Abstract: The invention provides a method of bypassing a blocked voice channel of a mobile phone system. A call request is initiated from a mobile phone. A plurality of control channels of a first carrier is scanned, and the signal strength of each control channel is measured. Service access on the strongest control channel of the first carrier is requested. If a blocked signal indicating no availability of a voice channel on the strongest control channel of the first carrier is received, then a second strongest control channel of the first carrier is selected and service access on the second control channel is requested.

User information can be stored on remote, distributed computer networks to assure that the information is available during a disaster. The computer networks can be web networks and Interactive Voice Response (IVR) networks, to provide different methods of user interaction with the system. In case of disaster, the system can contact the users over one or more communications networks, such as by email or IVR message, and request the user provide their status. The users can send user status updates to the web network using internet enabled devices, such as personal computers, telephones, or handheld portable computers, or to the IVR network using standard or wireless telephones. The system can compile the information, and generate reports on group and individual status.

The restricted use mode may operate the telematics unit in a low-power configuration. The step of modulating the transmission rate of the registration request may include identifying a contact increment within the received restricted use command, determining contact information within the contact increment, and implementing the modulated transmission rate based on the determined contact information.
