    Abstract: The Huber needle is drawn into a protective cap and sheath arrangement after use for disposal purposes. The cap is tethered to a housing in which the needle is mounted by the sheath. The sheath is made of a film material that has a high tensile strength and a low percent of elongation, such as polyester. The sheath is initially mounted about the needle in a collapsed accordion-like condition between the cap and housing. When the cap is moved along the needle, the sheath is played out over the needle. The cap houses a spring clip to snap over a bore through which the needle is retracted to prevent re-emergence of the needle. The flexible nature of the sheath allows the sheath to pass about the two legs of the Huber needle.

    Abstract: Disclosed is a reusable locking unit and a one time use electrically conductive molded thermoplastic shackle loaded with carbon black particles and having a linear resistance that is periodically monitored. The locking unit includes an integrated circuit for measuring shackle impedance through terminals capacitively coupled to the shackle. The terminals allow for adjustment of the length of the seal shackle in the locked secured state. The terminals and shackle form an RC network having a complex impedance that manifests the locked adjusted shackle length. Two AC signals at two different frequencies are used to measure impedance, which is compared with an initially determined or continually generated reference impedance to determine a tampered state of the shackle. Temperature compensation is also disclosed. A time stamp is stored for noting the tampering time of occurrence.

    Abstract: A tubular sound/heat insulating tubular structure which may serve as a muffler packing for internal combustion engine exhaust mufflers comprises in one embodiment an inner layer of solely stainless steel wire mesh formed into a continuous length tube. An intermediate structure in that embodiment comprises a flattened tubular structure which is wrapped into two overlying layers of coknitted basalt or other continuous length non-metallic fibers and preferably stainless steel wire. The flattened juxtaposed layers are wrapped about the inner layer at least once by feeding both structures through a cone and forming at least two or more layers of coknitted wire mesh and basalt fibers. In this embodiment, an outer layer of solely stainless steel wire mesh is then knitted about the overlying concentric tubular structures fed from the cone into and through a knitting machine.

In an alternative embodiment, the second unit includes a record/playback device for recording and playing an audible communication in response to receiving the first signal from the first unit.

The electrical continuity of the conductor is monitored by a circuit in one embodiment for a severed state, i.e., tampering, and whose resistance is monitored in a second embodiment correlated optionally to either or both ambient temperature and a battery output voltage. The seal housing has two compartments one being hermetically sealed and contains the circuitry and the other containing a cable locking device for receiving and locking the cable to the seal.
