The sensing device establishes an acceptable range of period for a humidity sensitive oscillator. The out of range condition causes a signal to be transmitted to the decoding monitor which provides an alarm signal.

The adjacent foundation footing, provided with a vertical anchoring system, includes air passages to the gathering system thereby permitting air circulation to remove moisture from beneath the slab.
