    Abstract: A method of controlling packet flow through a network node in a packet-switched communication network. At least three measurements of instantaneous queue size are obtaining and utilized to determine a traffic pattern's relative shape, absolute level, and absolute context over a more extended time period. An initial estimate of a future level of congestion is made from the shape, level, and context of the traffic pattern, and is then utilized to establish initial settings for traffic control parameters. An auto-tuning process further optimizes the settings by periodically re-determining the shape, level, and context of the traffic pattern based on updated measurements of instantaneous queue size. Potential changes to the control parameters are tested at a dynamically determined interval, and are accepted only if the changes result in improvements in network performance.

A new data structure is provided in the MGC to identify bandwidth allocation on all traffic trunks interconnecting MGs controlled by the MGC. The new data structure can further maintain quality data representing the quality of packet transmissions in the broadband network data. The new data structure enables the MGC to monitor congestion in the broadband network and to allocate bandwidth more efficiently.

    Abstract: A telecommunications system for improving quality of service (QoS) to users via the implementation of an extended outer loop power control algorithm. A radio resource manager (RRM) operates to determine the number of channels allotted to users within a network at a certain time. The RRM implements the extended outer loop power control algorithm for each allotted channel, thus determining SIR reference values for each allotted channel the RRM ensures that the SIR reference value for any channel does not fall bellow a predetermined minimum value. The SIR reference value to be used for all channels in use is determined as the highest of all the calculated SIR reference values. The extended outer loop power control algorithm can be implemented at a mobile station level, base station level or radio network controller level.

    Abstract: The uplink transmission timing from a mobile communications device is defined with reference to the downlink reception timing of signals from a particular reference cell. When that reference cell is removed from the active set, there is defined a virtual reference cell, the timing of which is defined with reference to one or more of the cells remaining in the active set, such that the timing of this new virtual reference cell corresponds to the timing of the previous reference cell. The timing of the uplink transmission from the user equipment are then defined with reference to the new virtual reference cell, in the conventional way. This has the advantage that, following a soft handover, it is not necessary to adjust the timing of uplink transmissions from the user equipment.
