Even if the FLC applicability information restricts FLC from the connected mode UE, the connected mode UE can reselect to the PL of the MBMS service according to its priority level.

Aiming at the SBI mechanism, the invention proposes the new DCH data frame structure on the Iub interface and the Iur interface.
