  • Patent number: 6128481
Abstract: A system and method for routing an emergency services call from a mobile station to a selected Public Safety Answering Point (PSAP) in a radio telecommunications network. The system intelligently selects the PSAP from a plurality of PSAPs, warns the selected PSAP that the emergency services call is coming prior to routing the call to the selected PSAP, and provides the selected PSAP with advanced information regarding the context of the call. The emergency services call is received by a serving mobile switching center (MSC) which determines that the call is an emergency services call and sends cell or sector information to a service control point (SCP). The SCP includes a PSAP selector which selects the PSAP based on such information as, for example, the location of the mobile station, the Local Access and Traffic Area (LATA) in which the mobile station is located, the time-of-day, and the day-of-week.

  • Patent number: 6122509
Abstract: A method and system for automatically setting up a call in a radio telecommunications network. The system includes a first mobile switching center (MSC) servicing and controlling an area where a originating MS is located and a home location register (HLR) associated with the first MSC. The originating MS sends data which includes the selected time and a destination number of a terminating party. Within the HLR is service logic which determines when the selected time has arrived and initiates the call. Upon determining that the originating MS is idle and available, the HLR establishes a voice channel between the first MSC and the originating MS. Additionally, the HLR establishes a voice channel between the terminating party and a second MSC if the terminating party is a mobile station. The system also records a message for delivery at the selected time to the originating party. Additionally, the terminating party may be a telephone in the Public Switched Telephone Network (PSTN).

  • Patent number: 6112084
Abstract: A system and method of simultaneously conducting a data transfer and a voice call between a mobile station and a radio telecommunications network having a mobile switching center (MSC) which serves the mobile station. A first embodiment includes a landline digital simultaneous voice and data (DSVD) modem associated with the mobile station which generates DSVD source signal and line negotiation protocols. The DSVD source signal and line negotiation protocols are encapsulated into circuit mode Radio Link Protocol (RLP) signals and transmitted to the MSC. An interworking function (IWF) associated with the MSC translates the circuit mode RLP signals into signals in a landline telecommunications protocol. In another embodiment, the voice call is carried over the air interface from the mobile station to the network in one timeslot, and the data transfer is carried in at least one additional timeslot on the same voice channel. In other embodiments, two voice channels may be allocated to the same mobile station.

  • Patent number: 6108518
Abstract: A method of paging for a mobile station operating in a radio telecommunications network having a serving mobile switching center (MSC), a home location register (HLR), and a plurality of border MSCs. The method comprises the steps of paging for the mobile station in the serving MSC, and sending an intersystem paging message from the serving MSC to each of the plurality of border MSCs. The intersystem paging message includes an instruction to page the mobile station, an indication of a number of page attempts to perform, and an indication of a page response time for each page attempt. A total page response time is calculated in the serving MSC by taking into account the entry time of a Routing Request Invoke message, the signaling delay in the border system, the average time for designation of a voice channel, and an additional average time for transferring the call to voice mail in the event of a no page response condition.

  • Patent number: 6094579
Abstract: A system and method of performing presence verification for a multiple-hyperband mobile station in a candidate cell for handoff in a multiple-hyperband cellular telecommunications network. The network includes a mobile switching center (MSC) and a plurality of cells, each of which operates in one of a plurality of hyperbands. A single verification device such as a location and verification module (LVM) is installed in each cell in the cellular network, each LVM operating in the cell's allocated hyperband. When a verification request is generated, the system determines whether the candidate cell has an LVM in the hyperband in which the mobile station is operating. If not, the system determines whether the candidate cell has an overlaid cell, and whether the overlaid cell has an LVM operating in the hyperband in which the mobile station is operating. If so, the system then utilizes the LVM of the overlaid cell to verify the presence of the mobile station in the candidate cell.

  • Patent number: 6078817
Abstract: A method and system for dynamically increasing the capacity of a code division multiple access (CDMA) radio telecommunications network. The method begins by the radio telecommunications network receiving a request for access to the radio telecommunications network from an entering mobile station. Next, a load capacity monitor determines if the radio telecommunications network is fully loaded. When the radio telecommunications network is fully loaded, a network load processor releases one of a duplicate channel element (transceiver) used in the CDMA radio telecommunications network by one of the operating mobile stations. The network load processor then assigns the released channel element to the entering mobile station. The system includes a load capacity monitor to determine whether the radio telecommunications network is fully loaded. The system also includes a network load processor to reallocate duplicate channel elements from the operating mobile stations to the entering mobile station.

  • Patent number: 6073257
Abstract: A system for determining when a radio telecommunications network should switch between a first grade of service and a second grade of service based upon a highly accurate and reliable estimate of the bit error rate (BER). The system estimates the BER on an uplink and a downlink on a user channel, and determines whether the BER on the uplink and the downlink on the user channel are below a first set of thresholds. The system then measures the residual BER (RBER) and the frame erasure rate (FER) on the voice channel uplink, and determines whether the downlink BER, the uplink RBER, and the uplink FER are lower than a second set of thresholds. If lower, the system sends and receives a data message on a Fast Associated Control Channel (FACCH). The system obtains a highly accurate estimate of the BER on a downlink on the FACCH channel, and reports the downlink BER in a message on the FACCH channel uplink. The system then estimates the BER on the FACCH channel uplink.

  • Patent number: 6070080
Abstract: A method of announcing to a calling party in an originating system in a radio telecommunications network that a called party in a serving system is not available. The method begins by sending a Routing Request (RoutReq) Invoke message from the originating system to the serving system. The RoutReq Invoke message includes a Transaction Capabilities parameter indicating that the originating system is capable of generating announcements. The serving system then determines that the called party is not available. This is followed by sending a Redirection Request (RedReq) Invoke message from the serving system to the originating system. The RedReq Invoke message includes an Announcement List parameter requesting the originating system to provide an announcement to the calling party, and may include a Preferred Language parameter. The RedReq Invoke message also includes an Allow Transfer to Number parameter if the called party subscribes to services requiring service logic support.

  • Patent number: 6067454
Abstract: A method of recovering from a restart procedure in a mobile switching center (MSC) in a radio telecommunications network having a home location register (HLR) that maintains subscriber profiles and a MSC that maintains temporary subscriber records associated with the subscriber profiles in the HLR. The MSC maintains the temporary subscriber records in the MSC during the restart procedure, and flags each temporary subscriber record in the MSC that went through the restart. The HLR flags each subscriber profile in the HLR that fails an attempt to update an associated temporary subscriber record in the MSC during the restart procedure. When an access attempt is received in the MSC that requires use of a temporary subscriber record that is flagged, the MSC requests the HLR to send any changes to the flagged temporary subscriber record. The HLR then determines whether the subscriber profile associated with the flagged temporary subscriber record in the MSC is flagged in the HLR.

  • Patent number: 6049713
Abstract: A system and method in a radio telecommunications network of storing calling line identification (CLI) information when a called mobile terminal is not available to receive the CLI information, and forwarding the CLI information to the called mobile terminal when the terminal becomes available. When an incoming call for the mobile terminal is received in a gateway mobile switching center (G-MSC), the Home Location Register (HLR) or the visited MSC (V-MSC) where the mobile terminal is operating determines whether the mobile terminal is available. If not, the G-MSC sends a short message service (SMS) point-to-point (PTP) message to a message center (MC) and includes the CLI information. The MC is notified when the mobile terminal becomes available. The MC then forwards the CLI information to the V-MSC in a SMS PTP message. The V-MSC sends the CLI information to the mobile terminal in a IS-136 R-DATA message or other appropriate data message.

  • Patent number: 6047191
Abstract: A method of selecting a voice channel in a radio telecommunications network. The method begins by seizing a first digital traffic channel (DTC) having a carrier signal strength (C) and an interference strength (I), and calculating an expected ratio of the carrier signal strength to the interference strength (C/I) on the first DTC. From this calculation, it is determined whether the first DTC is disturbed. This is followed by utilizing the first DTC for a call upon determining that the first DTC is not disturbed, and seizing a second voice channel upon determining that the first DTC is disturbed. The second voice channel may be a second DTC or may be an analog voice channel (AVC). If a second DTC is seized, the C/I is determined for the second DTC, and the DTC with the higher C/I is retained. If the second DTC is also disturbed, another reselection and comparison may be performed. Reselections continue until a channel with good C/I is found, or a maximum number of reselections is performed.
