    Abstract: A method of loading nuclear fuel assemblies into a fuel rack in an underwater (or other submerged) environment that reduces the depth required for the pool to effectuate the fuel rack loading procedure. In one embodiment, the method comprises submerging a nuclear fuel assembly having an axis and a horizontal cross-section in a pool; providing a fuel rack in the pool, the fuel rack comprising a body structure comprising at least one elongated cell, a top, a bottom, a first lateral side, at least one elongated slot in the first lateral side that forms a lateral passageway into the cell; positioning the fuel assembly laterally adjacent to the elongated slot of the fuel rack so that the axis of the fuel assembly is substantially aligned with the elongated slot; and translating the fuel assembly in a lateral direction through the elongated slot and into the cell.

    Abstract: A canister apparatus, basket apparatus and combinations thereof for transporting and/or storing high level radioactive waste, such as spent nuclear fuel. The canister apparatus comprises a cavity for receiving the spent nuclear fuel that is surrounded by two independent gas-tight containment boundaries. The structures that form the two independent gas-tight containment boundaries are in substantially continuous surface contact with one another, thereby facilitating sufficient heat removal from the cavity. In another aspect, the invention is a basket apparatus having a plurality of disk-like grates arranged in a stacked and spaced arrangement so that the cells of the disk-like grates are aligned. In still another aspect, the invention can be a basket apparatus having a disk-like grate having a ring-like structure encompassing a gridwork of beams specially arranged to achieve a unique cell configuration.

An average time synchronization offset estimating unit estimates average time synchronization offset between a pilot symbol of a time synchronized data frame and pilot symbols of data frames next to the time synchronized data frame. A data buffer control unit acquires a start location of a data frame to be read using the estimated average time synchronization offset, and controls reading of written data frames using the acquired start location information of the data frame to be read. In the apparatus and the method, a data buffering using a ring buffer construction may compensate time synchronization offset of samples containing real data in an OFDM symbol and prevent an erroneous read error in order to improve a receiving performance of a receiver.
