Abstract: A device for preventing dock piling or structure piling uplift includes a tubular member concentrically disposed around the piling so as to form an annular space between the tubular member and the piling. A heating element is disposed within the tubular member and connected to a power source. The heating element prevents the water or ground within the annular space from freezing to a point where it adheres to the piling and shifts the same upward in response to changing tides or ground shifts in cold weather.
Abstract: A wheelchair lift having a logic module which provides several interlocks that promote proper operation is described. The logic module may be programmed to enable efficient user interface and to compensate for variations in lift operation parameters. In one embodiment, the wheelchair lift has an arm geometry which requires a lower peak force for operation.
Abstract: A system and method for learning models from scarce and/or skewed training data includes partitioning a data stream into a sequence of time windows. A most likely current class distribution to classify portions of the data stream is determined based on observing training data in a current time window and based on concept drift probability patterns using historical information.

Abstract: A cleaning apparatus for cleaning a heat exchange coil includes a gas-dispensing member having a cavity for carrying a gas and at least one orifice in communication with the cavity. An actuating device which couples to the gas dispensing member and moves the gas dispensing member relative to a coil such that the gas dispensed from the gas dispensing member through the at least one orifice removes dust and debris from the coil. A timer initiates operation of the gas-dispensing member and the actuating device at given time intervals.
Abstract: This disclosure relates to methods for monitoring a database system without access to the database system, wherein when data packets between a plurality of operating servers including the database system and a plurality of client application processes are sent and/or received through a SQL net protocol or BEQ protocol, the data packets are collected through sniffing by a monitoring process or through a separate pipe gateway process thereby SQL information and database performance information transmitted between the operating servers and the client application processes are extracted. The SQL information and database performance information can be effectively monitored with no load or minimized load to the database, operating server and network.
Abstract: Systems and methods for foreground analysis in real-time video include background subtraction and foreground detection, shadow removal, quick lighting change adaptation, static foreground region detection, foreground fragment reduction, and frame level change detection. Processes include background image extraction and foreground detection, integrating texture information of the background image and a current frame to remove false positive foreground areas resulting from lighting changes, integrating pixel intensity information by determining a cross-correlation of intensities between a current frame and the background image for each pixel in a foreground mask to remove image shadows. Static foreground region detection and fragment reduction are also included.

Abstract: Systems and methods for encoding/decoding are provided. The systems and methods include encoding a stream of K-bit input sequences into a stream of (G, I, M)-constrained 2N-bit output sequences by transforming each K-bit input bit sequence into two separate data paths including even and odd bits. Enumerative maximum-transition-run (eMTR) encoding of the even bits generates constrained even bits, and enumerative maximum-transition-run (MTR) encoding of the odd bits generates constrained odd bits. The constrained even and constrained odd bits are interleaved to form a stream of (G, I, M)-constrained 2N-bit output sequences where G is a global constraint, I is an interleave constraint, and M is a variable frequency oscillator constraint of a partial-response maximum-likelihood (PRML) codeword. Decoding systems and methods are also provided.

Abstract: Disclosed is a method for measuring receive sensitivity of a base station in order to test a plurality of FAs with only one test terminal. The method includes the steps of: performing synchronization of a primary FA and detecting a channel list at the test terminal; and sensing at least one FA from the base station according to the channel list at a controller, and controlling the test terminal to perform synchronization of each FA from a first FA of a first sector to the last FA of the last sector, one by one. Therefore, it has an advantage in that the receive sensitivity of all FAs (frequency allocations) can be measured by using only one test terminal, while testing receive sensitivity of a base station providing multiple FAs.
Abstract: A method, system, and computer program product are disclosed for automatically matching the profile of unstructured electronic documents to objective sets of criteria. The is accomplished by evaluating text in the documents, comparing it to a set of weighted keyword criteria, generating a rating based on adherence to the criteria, rating and categorizing the results, sorting and viewing the results based on user defined criteria.
Abstract: A system for bit-rate stream playout at preset speeds including a regular playout speed and other than the regular playout speed includes multiple streams encoded at a same bit-rate (R) but at a plurality of playout speeds. A selection mechanism is responsive to requests for playout speeds. The selection mechanism selects from among the plurality of streams to service a request.
