The method comprises: initiating a restart timer after a SIP access gateway restarts; within an expiration period of the restart timer, sending a heartbeat reply message to the network element in response to a heartbeat message from a network element, the reply message including the time when the SIP access gateway restarts. If a difference between the time when the SIP access gateway restarts and a current time is less than a time interval between heartbeat messages, the network element sends a registration request to the SIP access gateway, where the registration request includes user information of all users represented by the network element.
