The UE may receive a list of neighbor cells from a serving cell, which may be a satellite moving relative to the Earth and having a moving coverage area. After receiving the list of neighbor cells, the UE may sort the list to prioritize the neighbor cells. This sorting may be based on a calculated distance between the UE and each of the neighbor cells. The UE may sequentially perform a synchronization and measurement process with each of the neighbor cells or a subset of the neighbor cells based on the prioritization order.
