The loop segment is "closed" by the overlapping placement of two fingerlike segments extending from opposite ends of the loop. The lateral positions of the clamp are adjustable. Hooks disposed at either end of the crossbar are suitable for engaging straps and also limit the outward lateral position of the clamps. The clamp members are moved to a closed position engaging front and back surfaces of the garment.
