To connect to a secondary UE, the base station can retrieve the UE context information from the secondary UE's associated primary UE without having to retrieve the secondary UE's context information from the core network, thereby reducing backbone bandwidth usage and delays in connecting the secondary UE, especially when many secondary UE request connections within a short time interval.

Apply security to the resulting updated security groups with the security portion, and distribute content accordingly.

CBSDs may be migrated one at a time or multiple CBSDs of a single service provider may be migrated in a single process where the multiple CBSDs are identified by a shared organization ID associated with the service provider. In either case, a migrating CBSD can continue to use its previously existing spectrum grants after migrating to the new SAS without significant delay.

In one variant, when the user traffic or interference is determined to be very high in a particular sector, the sector is configured and activated based on the availability of low-noise spectrum. In another variant, when a new sector is created, the electrical power resources available for that sector are checked, and based on the amount of power available at that sector, either CBSD Category A or B status is allocated to that sector.
