    Abstract: In various embodiments, a system, network node, and method of providing voice communications in a wireless packet communications system includes registering a communications path between a gateway (GW) and a base station (BS); establishing a real-time service flow in the BS; activating the real-time service flow over an air interface between the BS and a terminal device; requesting, by the terminal device, that zero bandwidth be allocated by the BS to the activated real-time service flow in the absence of voice traffic to or from the terminal device; requesting, by the terminal device, that sufficient bandwidth be allocated by the BS to the activated real-time service flow when voice traffic to or from the terminal device is detected by the terminal device; and transmitting and/or receiving the voice traffic over the registered communications path via the activated real-time service flow.

If the 3G and 4G base stations are lightly loaded, one or more 4G Channel Quality Indicators (CQI) are compared with one or more corresponding 3G Data Rate Control (DRC) indices to determine which of the 3G and 4G networks allows a higher data throughput. The dual mode communications device is handed off to a 4G base station associated with the 4G coverage if the 4G network allows the higher data throughput; otherwise, the dual mode communications device is handed off to a 3G base station. User priorities, application categories, and/or MIMO and diversity modes may be used to determine handoff if the base stations are more than lightly loaded.

A power level for communications transmitted to the communication station is adjusted relative to a power level determined based a signal quality measurement. An overload control mechanism identifies an instance of use to eliminate from among a plurality of instances of use in a wireless coverage area. In an overload situation, the overload control mechanism may, for each instance of use, determine a respective ratio of the value of instance of use to the quantity of resource consumed by the instance of use. The overload control mechanism may then sort the instances of use in order of determined ratios to produce a sorted order of the instances of use. The overload control mechanism may select as many instances of use as possible, such that the total amount of resources consumed by the selected instances of use is as high as possible without exceeding the threshold load, and then the overload control mechanism may eliminate the remaining instances of use.
