    Abstract: Various arrangements for allocating spectrum between a cellular network provider and a secondary operator are presented. A cellular network component of the secondary operator may determine that spectrum at a secondary operator radio unit (RU) is not currently needed. The cellular network component of the secondary operator may cause the spectrum to be released for use by a cellular network operator such that the secondary operator RU is not permitted to use the released spectrum. A cellular network operator RU may then communicate with a first set of user equipment (UE) using the released spectrum. The secondary operator RU and cellular network operator RU may be located at a same location.

    Abstract: Systems and methods are described for automated detection of border conflicts in physical radiofrequency (RF) communication network infrastructures. For example, proposed sector antennas in a greenfield physical network deployment may be licensed to radiate in certain spectrum blocks in the mapped licensed geographic regions (mLGR) where they are located, but the licenses may not permit radiated power in those spectrum blocks to cross into adjacent mLGRs. Embodiments compute radiation contours for the sector antennas indicating estimated local power levels computed based on antenna characteristics of the sector antennas and propagation model data that defines geographic morphologies for the mLGRs. The radiation contours are analyzed to detect any border conflict conditions where the estimated local power levels exceed defined threshold radiation levels in unlicensed regions. A culprit set of the sector antennas can be output to indicate those responsible for detected border conflict conditions.

The SLR is determined based upon an application program the first Node is at least one of currently executing and expected to later execute.

In response to determining that the criterion is met, the base station reconfigures the bandwidth part configuration of the user equipment while the user equipment is positioned in the first geographic area. The reconfiguration includes modifying the plurality of bandwidth parts to include a second bandwidth part corresponding to a second geographic area.

Then each user equipment (UE) of a plurality of UEs that connects to the ground-based network of the mobile service carrier is assigned to one of the two overlapping bands. The system allocates at a given scheduling time, physical resource blocks (PRBs) to UEs up to a maximum number of PRBs available for the particular overlapping frequency band to which the UE is assigned based on a metric for the UE that is a ratio of a downlink channel quality indicator for the UE to the average data rate of the UE at the given time, giving higher priority for PRB allocation to UEs that have a larger metric than other UEs of the plurality of UEs.

Software on a mobile device collects a GPS location from the mobile device, and places an emergency call that encloses information usable by the emergency call processing system to calculate mobile device location. After the system performs this calculation, the call is detected to be a testing call and routed to a computer rather than an emergency dispatcher. The computer sends an SMS or other non-telephony message to the mobile device containing the calculated location. The mobile device stores the collected GPS location and the calculated location received in the non-telephony message together for comparison.
