    Abstract: Systems and methods are described for allocating frequency resources based on historical usage data in a wireless communication system. A base station tracks its local usage pattern to generate a set of historical usage statistics. The base station may share those statistics with another base station node in the same network and with a server. The server may generate a frequency resource allocation plan to allocate shared resources most efficiently to various base stations based on historical usage information. Allocating frequency resources in this manner reduces the probability of cochannel interference between nearby cells and optimizes power solutions for local and regional radio access networks.

    Abstract: A wireless base station and method are described for adjusting an output power level for self-optimizing radio access node. The base station monitors a link metric of a downlink traffic channel and records the measurements as historical link metric data. Later, the base station compares the link metric with the historical link metric data and adjusts the power level of a broadcast channel and one or more system channels. This may reduce the operating radius of the base station, including the broadcast channels, system channels, and traffic channels, to reduce interference with other cells in a network. This method may be used in a femtocell or picocell wireless base station.

    Abstract: Systems and methods are described for segregating airlink resources in a wireless communication network by traffic type. When voice data and traffic data are sent simultaneously in a wireless network using a limited set of frequency resources, the data traffic can cause unacceptable interference in the voice traffic. Accordingly, transceivers share their voice traffic and data traffic demands and may allocate portions of an airlink resource into resource zones for exclusive use by voice traffic and data traffic. Within each resource zone, the transmission can be optimally managed for each traffic type, and interference between voice traffic and data traffic is reduced.

The NRC determines a current radio channel available capacity based on a user load associated with regional user equipment, and then forecasts a maximum radio channel capacity based on the current radio channel available capacity. The NRC may be a network base station and it may determine a number of additional user equipment it can support as a component of the forecast maximum radio channel capacity. The NRC/base station may be further configured to determine a handover threshold utilizing the forecast maximum radio channel capacity, and when the NRC base station's number of users exceeds the handover threshold, one or more user equipment may be handed over to a second network base station with better service capacity.

The radio frequency isolation between two network base stations is determined by taking measurements of a radio operating parameter associated with at least one interference source. A regional network device located near one of the two base stations is configured measures the radio operating parameter on a periodic basis and then transfers the measurements to a radio communications controller. The radio communications controller then allocates network communications resources to user equipment, and optionally designates radio operation levels for one or more network base stations, based on a comparison of the received measurements to known broadcast levels of the radio operating parameter.

During a network failure condition, the regional RAN is configured to use a temporary eMIB comprising failure level operating parameters in order to mitigate network deficiencies caused by the network failure condition.

The base station monitors an interference level in a frequency resource caused by a first frequency resource colliding with a second frequency resource. If the interference level is outside of an expected range, the base station adjusts a parameter of the base station such as a reference oscillator frequency to compensate for frequency drift. This method may be used in a femtocell wireless base station.
