    Abstract: An apparatus and methods are provided for a gas regulator valve for adjusting cycle speeds of direct gas impingement operated firearms. The gas regulator valve comprises a gas inlet for receiving expanding gases from a fired cartridge and a gas tube for directing the expanding gases to a bolt carrier comprising a firearm. The gas inlet is disposed at the front of an upper receiver comprising the firearm. The gas tube directs the expanding gases into a carrier key of the bolt carrier. The gas regulator valve includes a plug for controlling gas flow through the gas tube. An actuator disposed on a side of the upper receiver enables operating the plug. The actuator enables a practitioner to adjust the flow of expanding gases without moving the firearm out of a shooting position. The actuator includes a key that may be turned by a rim of an ammunition cartridge.

The processing circuitry selects a base vector from a candidate list including a block vector candidate used in the IBC mode and determines an offset vector based on offset information that includes directions and sizes for constructing offset vectors. The processing circuitry determines a vector of the current block based on the base vector and the offset vector. The vector is a block vector when the prediction mode is the IBC mode and the vector is a motion vector when the prediction mode is the inter prediction mode.

    Abstract: Coated substrates, methods of coating substrates, and coatings for substrates are provided. The primer layer is flash dried to reduce the primer volatiles to about 20 weight percent or less. The primer layer is coated with a total color coat layer prior to curing the primer layer, and then the total color coat layer and the primer layer are cured to form a cured substrate coating. The cured substrate coating has a substrate coating percent transmissivity of specified amounts or less at four different wavelength ranges, and the cured primer layer has a primer layer transmissivity less than that of the substrate coating percent transmissivity.
