Once the SPR exceeds a pre-determined threshold, the KPI is monitored to determine to what degree, if any, the KPI has exceeded a threshold value. An upper limit to the number of user devices allowed to communicate to the cell cite using the first wireless communication protocol is then modified at least in part based on the SPR and the KPI values.
