Abstract: Implementations described and claimed herein provide systems and methods for an optical domain controller for managing and maintaining a record of network component configuration and interconnections. The optical domain controller detects changes in a configuration of optical network elements in response to a requested service from the network, coordinates additional changes in configurations to optical network elements that may be affected by the detected change, communicates with the optical network elements to incorporate the changes to the configurations of the network element, and stores the configurations and states of the network elements. The use of the optical domain controller may thus replace or supplement a database storing network configuration information by automatically managing changes to the network as new services are instantiated directly on the optical network elements.

Abstract: This document describes methods, devices, systems, procedures, and means of maintaining communication and signaling interfaces during network role transitions, such as a secondary node change or a handover. A source secondary base station holds a source donor Central Unit (Source CU) for its own Distributed Unit (source DU) and for the Distributed Unit(s) of the node base station(s) (node DU). The source secondary base station connects to the node base station via a first F1 interface. The node DU triggers handover of the node base station and connected User Equipment (UE) from the source secondary base station to a target secondary base station. The node base station creates Transport Network Layer (TNL) connectivity toward a target donor Central Unit (Target CU) and exchanges application layer configuration data with the Target CU via a wireless backhaul link implemented utilizing the TNL connectivity.

Abstract: Aspects of the disclosure provide methods and apparatuses for video encoding/decoding. For example, processing circuitry decodes prediction information of a current block in a current picture from a coded video bitstream. The prediction information is indicative of an affine merge mode with offset. Then, the processing circuitry decodes, from the coded video bitstream, a set of offset parameters that is used to determine a motion vector difference, and applies the motion vector difference to first motion vectors of multiple control points of a base predictor of the current block to determine second motion vectors at corresponding multiple control points of the current block. Further, the processing circuitry determines parameters of an affine model based on the second motion vectors at the corresponding multiple control points of the current block, and reconstructs at least a sample of the current block according to the affine model.

Abstract: A method for execution by a Dynamic Random Access (DRAM) cell processing circuit, includes charging a bit-line operably coupled to a plurality of DRAM cells of a DRAM memory device, including a current DRAM cell, at a first voltage to pre-charge the parasitic capacitance between ground and the bit-line to a second voltage, where the second voltage is between a logic 1 voltage and a logic 0 voltage. The method continues by sensing a voltage change on the bit-line based on a difference between a voltage stored on a DRAM cell capacitor of the current DRAM cell and the second voltage and outputting a read output voltage that is generated based on the sensed voltage change. The method then continues by supplying, while outputting the read output voltage, the read output voltage to the bit-line to refresh the voltage stored in the DRAM cell capacitor of the current DRAM cell.
