The first device may determine a state of the first device according to the proposed radio usage and sensor information from at least one sensor of the first device. The first device may determine a time-averaged SAR of a user due to the first device, according to a defined time window and the determined state of the first device, to adjust the proposed radio usage of the first wireless link and the second wireless link to satisfy a threshold level of the time-averaged SAR.
