    Abstract: The present invention relates to a method and apparatus for setting a reference picture index of a temporal merging candidate. An inter-picture prediction method using a temporal merging candidate can include the steps of: determining a reference picture index for a current block; and inducing a temporal merging candidate block of the current block and calculating a temporal merging candidate from the temporal merging candidate block, wherein the reference picture index of the temporal merging candidate can be calculated regardless of whether a block other than the current block is decoded. Accordingly, a video processing speed can be increased and video processing complexity can be reduced.

    Abstract: This disclosure relates to computationally efficient processing of legal texts. A language processor extracts from text blocks atomic literals that correspond to terms in the legal text and that are shared across logic expressions for different text blocks. A mapper maps the text blocks into a logic expression of the atomic literals and a logic engine evaluates the logic expression based on one or more assignments of the atomic literals. A user interface comprises user input elements associated with the atomic literals. Upon user interaction with the user input elements, an assignment is created of the atomic literal associated with the user input elements and the logic engine is called to evaluate the logic expression based on the created assignment. The user interface changes based on the evaluation to thereby provide legal advice in the form of remaining atomic literals.

    Abstract: The present disclosure is directed to systems and methods generating power using supercritical CO2 in a Brayton cycle that incorporates a double-wall turboexpander that includes an inner chamber housing the turbine and an outer chamber that includes a thermal attenuator that reduces the outer chamber wall temperature of the turboexpander. An inner chamber wall separates the inner chamber and the outer chamber within the double-wall turboexpander. In supercritical CO2 applications, the double-wall turboexpander operates at elevated temperatures and elevated pressures. By maintaining the thermal attenuator the outer chamber at an elevated pressure, the differential pressure across the inner chamber wall is reduced, requiring less high-temperature alloy material in the construction of the double-wall turboexpander when compared to a conventional turboexpander.

    Abstract: A low-cost compact fiberless diffuse speckle contrast flowmeter includes a small laser diode and a 2-dimensional imaging device such as a charge coupled device (CCD) or complementary metal oxide semiconductor (CMOS) for directly contacting the tissue and measuring a parameter such as blood flow in a deep/thick volume of tissue (up to 10 mm depth). The small laser diode is fixed at a certain distance (0 to 20 mm) from the imaging device and directly contacts the tissue. Light emitted from the laser diode penetrates through the tissue and reflects back to the imaging device without passing through any lenses or fibers. One or more additional laser diodes may be added for producing light at different wavelengths, and the combination of measurements taken by the imaging device at the different wavelengths allows for measuring additional parameters, such as both blood flow and blood oxygenation.
