The location probabilities indicate for a sub-area (41, 43) the probability that the mobile communication terminal is located in the respective sub-area (41, 43). The computer system determines at least one ellipse defining the location area, based on the location probabilities of the sub-areas (41, 43). The location probabilities make it possible to determine elliptical location areas of mobile users much smaller than the area each antenna does cover physically, but without the need for measuring at the mobile communication terminal signal properties such as signal strength or observed time differences.

The available bandwidth resources are thus summarized in order to reduce the complexity of network management tasks. Bottlenecks in the network are highlighted. The B-blocking-island hierarchy can be incrementally maintained.

Based on the determined quality indicators, the server (6) decides which mobile devices (1) do not fulfil the quality criteria (G, Gi) and must be rated as critical. The user of a mobile device, which does not fulfil one or more established quality criteria, is informed by means of an indication in his telephone bill. The quality parameters are determined in the base stations (2) of the mobile radio network (7) and collected in said server (6). The method may also be applied to the determination of the quality of components of the infrastructure, for example base stations (2).

The system first prompts the caller to identify himself by entering a subscriber code. Access to the requested services is given if the outcome of said voice comparison is positive. If the system does not store a sufficiently good voice reference to verify the identity of the subscriber the user claims to be with a predetermined degree of reliability, the caller is prompted to enter a confidential PIN code. If the PIN code entered is correct, access to the requested services is given and a new voice reference is stored.

The time-measuring device can be checked by a time server in the infrastructure, and, if necessary, can be adjusted. The method and apparatus can be used for prepaid as well as for post-paid cards. All data for determining the amount to be charged are available on the SIM card, allowing billing to take place at the source, at the user. No other billing system is required in the infrastructure.
